PUBLIC OFFER AGREEMENT

On online applicant registration, personal data processing and organisation of the entrance examination

Tashkent

Profi University LLC, a higher-education institution (hereinafter — the "University"), represented by Rector Gayrat Baxromovich Shoumarov, acting under the Charter, hereby issues this public offer (hereinafter — the Offer / Agreement) pursuant to Article 369(2) of the Civil Code of the Republic of Uzbekistan and invites any capable natural person (hereinafter — the "Applicant") to conclude an agreement on the terms set out below.

Subject matter: acceptance of an online application (registration) via the University’s official website and/or Telegram bot; processing of the Applicant’s personal data; where required — free organisation of an entrance examination (hereinafter — the Examination) and publication of results.

The Offer takes effect when published at https://profiuniversity.uz/ (including https://test.profiuniversity.uz/) and @profiuniversity_bot. Full and unconditional acceptance (Civil Code Art. 370) is the Applicant’s checking the “I agree to the public offer terms” box in the registration form and/or completing the registration steps.

1. Subject matter and definitions

1.1. The University provides the Applicant with the following services (the "Services"): (a) creating and maintaining an online application; (b) receiving and verifying documents and information; (c) organising the Examination under admissions rules (where the programme requires an Examination); (d) notifying the Applicant of Examination results and next steps.

1.2. The entrance examination is provided free of charge. No separate Examination fee is charged under this Agreement. A tuition (contract) agreement is executed separately and is outside the scope of this Offer.

1.3. "Personal data" means any information that directly or indirectly identifies the Applicant under the Law of the Republic of Uzbekistan “On Personal Data” (ZRU-547), including full name, date of birth, PINFL, passport/ID details, phone number, e-mail (if provided), residential address, education data, uploaded document copies, and Examination results.

1.4. The University may amend or withdraw the Offer at any time. A new version takes effect upon publication on the website and, as a rule, has no retroactive effect on previously accepted obligations (unless otherwise required by law).

2. Registration procedure and documents

2.1. The Applicant creates an account with a phone number, sets a password, enters personal details (passport, PINFL, full name, date of birth, region), consents to the Offer, and uploads requested documents (passport/ID copy, education documents, etc.).

2.2. The Applicant is responsible for the accuracy and completeness of the information provided. False or forged data may result in rejection of the application, denial of Examination access, or later termination of related agreements.

2.3. The University may use lawful information systems/services to verify identity by PINFL and auto-fill fields. The Applicant must review and, if needed, correct auto-filled data.

2.4. Completing registration does not by itself mean admission as a student; admission follows the University’s internal rules, quotas, Examination results and applicable law.

3. Consent to personal data processing

3.1. By accepting the Offer, the Applicant gives the University (and its campuses) specific, informed and freely given consent under the Personal Data Law to process their personal data (collection, recording, storage, systematisation, alteration, use, transfer, blocking, erasure) for the purposes of:

3.1.1. managing the online application and admissions campaign;

3.1.2. identity verification and document checks;

3.1.3. organising the Examination and calculating/publishing results;

3.1.4. preparing a tuition agreement and other contractual documents;

3.1.5. complying with legal duties (including mandatory HEMIS and regulatory reporting);

3.1.6. contacting the Applicant (SMS, phone, e-mail, messengers) solely within admissions and University services.

3.2. Personal data are stored in the University’s systems for the periods required by law, and at least until admissions / Examination / contract processes are completed, and thereafter as needed for archive and reporting duties.

3.3. The University applies organisational and technical safeguards. Disclosure to third parties is allowed only: (a) with the Applicant’s consent; (b) where required by law; (c) under contracts with processors necessary for admissions / Examination / identification (e.g. a PINFL verification service).

3.4. The Applicant has the statutory rights regarding personal data (access, rectification, restriction or withdrawal of processing within legal limits). Contact: info@profiuniversity.uz or the Admissions Office.

3.5. Acceptance on behalf of a person under 16 may require consent of a legal representative (parent/guardian), who then assumes consent to data processing.

4. University obligations and rights

4.1. The University accepts the application; endeavours to notify the Examination date, venue and time (where required) at least 3 (three) calendar days in advance; checks examination materials; communicates results within the set period; and advises on the procedure.

4.2. University rights: to refuse Examination access to latecomers, persons without an identity document, or those who breach Examination rules; to change the Examination date/venue (with at least 3 days’ notice); to reject or suspend an application if inaccurate information is found.

4.3. Examination results are determined under the University’s internal criteria. Retake rules are set separately in admissions regulations.

5. Applicant obligations and rights

5.1. The Applicant must review the Offer and Examination rules; submit accurate data and documents; attend the Examination on time; observe Examination discipline; and give at least 3 business days’ notice of factors that may affect performance (health limitations, etc.).

5.2. Applicant rights: to require Services under the Offer; to receive Examination schedule information; to exercise personal-data rights; to file written admissions queries.

6. Fees

6.1. Under this Offer, online application intake and the Examination are free of charge. The University does not charge an Examination fee under this Offer.

6.2. Tuition (contract) fees, accommodation and other paid services are governed by separate agreements and are independent of this Offer.

7. Liability, disputes, term

7.1. The parties are liable under the laws of the Republic of Uzbekistan. The University is not liable for consequences of the Applicant’s inaccurate data, third-party service outages, or the Applicant’s own acts or omissions.

7.2. Disputes are first resolved by negotiation and claim procedure; failing agreement — by courts at the University’s location.

7.3. The Agreement takes effect upon acceptance and continues until obligations are fulfilled or the application is withdrawn / the admissions process ends. Personal-data clauses remain in force for the applicable retention periods.

8. Force majeure

8.1. The parties are released from liability for non-performance caused by force majeure (natural disasters, war, epidemics, mandatory government acts, telecom/power failures and other unavoidable events). The University may postpone the Examination or deliver it remotely.

Annex No. 1. Examination procedure (summary)

Annex to the public offer on organising the entrance examination

1. Admission to the examination

1.1. To sit the Examination, the Applicant must bring a valid identity document; it must remain on the desk throughout the Examination.

1.2. Identification (including biometric / video) may be conducted where required.

1.3. During the Examination it is prohibited to use mobile phones, laptops, tablets or other communication/calculation devices; to consult other candidates; to transmit materials to third parties; or to breach discipline.

2. Results

2.1. Results are generally communicated within 7 (seven) business days via the personal account, SMS or other channels announced by the University.

2.2. Objections may be submitted in writing within the University’s stated deadline; review follows admissions rules.
